If it still doesn't work and, as you mention, Premiere threw an error, that shouldn't have anything to do with DR. So, your whole system might be screwed up and it could be time for a fresh install of Windows (yes, it's a PITA). Your hardware should be OK to run DR.
Well it worked until it failed again. This time I selected "DaVinci Resolve" in the quick setup, and it threw the same error, or I think it's the same error;
"Assertion Failed

I've also never had Premiere Pro installed on my system, not a fan of Adobe's subscription-only business model...
I should probably also mention that I also disconnected my other screens while attempting this
