BR 19B1 18.6.6 Scopes panel keeps returning to main monitor

I have scopes panel up, 2 up layout placed on right screen, main UI on left screen.
On edit page, I put scopes _back_ to right screen, switch to Fusion panel, do some things, go back to edit page and the scopes move back to Edit page on top of TL. so I move the scopes back to right screen again and so it goes if I hop into any other page, scopes come back to main ( left screen ). for now I'm just closing the panel up because this is crazy. this needs to be fixed ASAP !
bug appeared in 18.6.6, was never a problem before.
