Using Photos in timeline

I'm in need of some advice. All of a sudden since I updated to 18.6 and now 19; I am unable to drag photos into my project timeline. (jpg, png)

Do other tools work? (Insert, Overwrite, etc.)

Which version did you update from? Tell us about your hardware.
