PNG image at a certain scale is blurry

For some reason when I scale this image to a certain point Resolve stops listening to whatever resize filter I have set and goes with I'm pretty sure nearest neighbor and there is no way to change it. It isn't even a smooth transition, it drastically cuts to jagged edges, and it looks awful in rendering. This isn't a proxy issue either I'm going frame by frame in this video and it looks the same in the final render no matter the quality even in uncompressed mode in QuickTime.
