It doesn't generate proxy in h.264 and h.265

I can generate proxy in any ProRes or DNxHR codec with Generate Proxy Media command from DVR, but when I selecting h.264 or h.265 DVR generate ProRes 4444 XQ

h.264 proxies generated well for files from the learning project by BM for Editor's Guide Book, but when I made new clean project and imported MXF XDCAM HD422 50i it still produce ProRes instead H.264, even it was selected in Project Settings. Is the problem with source file types only?
