The Streaming and Program Recording quality are 'tied' together and set from the "Streaming Quality" set in the "output" settings in the ATEM Software Control.
If you have set the streaming quality to Streaming High, in most configuration/destinations, that is going to be around 9Mbps, while the ISO recordings are averaging 70Mbps, so you will start to see artifacts and other compression issues at these lower bitrates.
If you want to retain good quality for the PGM recording, you should set the streaming quality to HyperDeck Medium (~45Mbps) or HyperDeck High which will record the PGM at the same quality s the ISO recordings.
If however you are indeed streaming directly from the ATEM SDI Pro ISO, then making the streaming bitrate higher will cause issues with your CDN. YouTube will complain that the birtrate is too high passed 10 Mbps.
In that case, I would advise using a dedicated recorder on one of the ATEM's SDI output, and record in ProRes or DNx, or a higher H.264 bitrate.
HyperDecks and Video Assists can be practical for that.
